Director Human Resources
The ideal candidate will provide human resources leadership, direction and support to the President and University as this person plays a central role strategically developing and implementing the human resource operating strategies, systems and structure necessary to build and scale-up the organization to attract and retain high performing faculty and staff in support of its mission. Candidates must have exceptional leadership, organizational development and communications skills. He or she must be flexible yet thorough and possess the ability to manage multiple initiatives towards measured results while working productively in a diverse,team oriented environment.
Functional role
· Administer the compensation and benefits program of the University ensuring compliance with state and federal labor laws, including annual negotiations of all University benefits contracts for the qualified self-insured health plan and other welfare benefits/retirement plans.
· Administer the University payroll function and oversee the annual salary budgeting process.
· Ensure compliance with tax/labor laws and regulations.
· Coordinate the recruiting efforts for non-faculty positions and support the Vice President of Academic Affairs in recruiting faculty positions ensuring compliance with university hiring policies and procedures.
· Handle all aspects of employee relations for faculty and staff. Provide guidance on disciplinary actions, faculty and staff grievances and employee counseling.
· Develop human resource policies and procedures and provide assistance with the communication and interpretation of these policies.
· Conduct assessment of the work culture requirements and design and implement comprehensive leadership development and training for the University staff and faculty.
· Develop and administer employee orientation, recognition and awards programs that align performance with the institution’s mission.
· Monitor performance management, conflict management, and provide interpretation of regulations and policies as well as makes recommendations as appropriate.
· Handle immigration matters as it relates to employment.
· Manage the Human Resource Information Systems (HRIS).
· Assist in the annual reporting to the Integrated Postsecondary Education Data System (IPEDS) and the Independent College and Universities of Texas (ICUT).
· Serve as ex-officio member on the staff development committee and the benefits committee.
· Ensure that all human resource services are provided in a customer-focused and responsive manner.
· Responsible for the accomplishment of human resource goals and objectives developed during the annual planning process.
· Communicate HR goals and objectives to the campus and other key stakeholders and gather feedback from campus to manage effectiveness of HR programs and institute continuous improvement.
· Complete special projects and serve on committees as designated.
Skills traits, capabilities, and experience
· Bachelor’s degree from an accredited college, Masters degree or law degree is highly desirable.
· Higher education work experience is highly desirable.
· Creative ability to address complex human resource issues for a diverse workforce.
· Expertise, experience, and working knowledge of human resources policy development and administration, staffing, employee/labor relations, corrective action, employee recognition programs, compensation and benefits, payroll, records administration, talent management and special projects.
· Demonstrated ability to manage and lead with vision, energy, and enthusiasm.
· Successful experience in human resource operations systems support and implementation and aastrong systems orientation.
· Proven track record in process improvement, workflow and administrative efficiency, and the ability to maximize systems and technology.
· Attention to detail.
· Experience managing change in a complex and ambiguous environment; and a collaborative approach to establishing strong professional relationships with internal and external communities.
